Job Description

The Lieutenant serves as the supervisor over the patrol division. The Lieutenant is responsible for the deployment of enforcement services and oversees the operations of the patrol staff by providing direction to the sergeants on how/where to direct resources. The Lieutenant is responsible for carrying out administrative duties that are directly related to patrol matters, including training, disciplinary actions and any patrol associated reports; and keeping the Captain and the Chief informed of patrol related matters as they affect the agency.

This position is an in-person role located in Hood River, Oregon.

Responsibilities
  • Direct supervisor over the Patrol Sergeants, Detective, and Evidence Tech. Indirectly supervises patrol personnel by acting in a counseling, teaching, and advocate capacity to maintain acceptable levels of work performance and employee morale.
  • Serves as an advisor and enforcement liaison to the Captain and Chief of Police, keeping them informed of enforcement activities, concerns, and responsibilities.
  • Meets regularly with patrol and investigations personnel to coordinate efforts in all enforcement services.
  • Responsible for compliance in all aspects of subordinate personnel hiring, evaluations, promotions, terminations, investigations of misconduct, grievances, and training, by maintaining a working knowledge of CRITFC Policies and Procedures and the Enforcement department's Policy manual.
  • Responsible for the coordination and communication with other units within CRITPD and with outside agencies, including tribal, state, and federal law enforcement agencies, courts, and attorneys by attending meetings, providing reports, and general correspondence.
  • Responsible overseeing accuracy and completeness of CRITPD cases and evidence by occasionally reviewing and approving enforcement case reports, complaint log entries, officer daily activity reports, court preparations, and evidence procedures for intake, recording, release, and/or disposal of seized property.
  • Performs periodic quality assurance checks on all patrol personnel, reviewing body cam footage, incident reports, patrol activity, and other patrol duties in order to ensure accountability and quality of performance.
  • Responsible for the creation of any reports or written documentation that may be needed to document department activity. Including but not limited to, season reports, annual compilation of Use of Force reports and any other pertinent reporting requirements.
  • Work with the CRITFC Public Information Office in gathering and disseminating enforcement information to the public.
  • Perform other duties as assigned by the Captain or Chief of Police.

Qualifications
  • At least five years criminal justice related experience, preferably in direct police activities, and 2 years experience in a supervisory position within the last 5 years.
  • Possess or within two years of hire, obtain Management Level police certification with the Oregon Department of Public Safety Standards and Training (DPSST). Possess or obtain training in law enforcement administration and management and meet all DPSST qualifications.
  • General knowledge of Indian tribal laws, customs and traditions, particularly those of the four Columbia River Treaty Tribes and ability maintain a rapport with official tribal organizations and tribal leaders.
  • Ability to prepare and present comprehensive written reports on enforcement goals, objectives, and practices.
  • Ability to exercise independent judgment in very complex situations with minimal supervision or direction.
  • Ability to perform the general job responsibilities of the Sergeants or Patrol Officers (immediate subordinates).
  • Possess tact and good communications skills, verbal and written. Able to represent the organization and speak to groups of people representing friendly or hostile viewpoints with equal ease.
  • Possess self-initiative and ability to function as a first line supervisor with little or no direct supervision. Be able to make independent command decisions.
  • Ability to maintain the physical standards required of subordinates and present a professional image to the public and other law enforcement agencies.
  • Ability and willingness to attend additional training to maintain certifications and further career development.

CRITFC Motor Vehicle Policy

This job occasionally requires driving a CRITFC vehicle or your own vehicle for business (mileage compensated), and therefore you must be able to meet the terms of the CRITFC Motor Vehicle policy. Per the policy, applicants are required to have a valid driver's license and a clean driving record for the past three years. This includes a three-year record clear of the following:
  • Reckless Driving
  • Driving Under the Influence
  • Suspension or revoked license
  • No more than two at-fault accidents
  • No more than one major violation or two minor violations.
